The patch for bug 290354 seems to have regressed pageload by about 1% on btek,
luna, and monkey...  See bug 290354 comment 10 for the likely reason.

after further consideration by branch drivers, no longer blocking 1.8b4

I'm going through and marking old performance regression bugs as INCOMPLETE that are likely too old to be valid or get any traction on them.
