Details

In order for Bugzilla to scale easily in clusters, it shouldn't rely on the
filesystem for dynamic data storage, so all dynamic data that Bugzilla currently
stores in the filesystem should be moved to the database.  This is a meta-bug
for tracking bugs that make individual bits of that happen.
