When chromelist.txt was first invented all file names were uniquely listed in
jar.mn files. Now those manifests can be filtered and substituted. Unfortunately
nobody bothered to fix chromelist.txt but I would agree that those lines are
broken. Any bug should probably be filed under build config as the fix is
probably to one of the .mk and/or .pl files in the mozilla/config folder.

I wonder what the consequences of this bug could be,
or what the purpose of this file is (nowadays) ?

This file has been removed "by" bug 331781 in today's build.
