We have an HTML chat window that refreshes. Imagine we scrolled down a bit (e.g.
to avoid seen banner). But the refresh causes the page to scroll up for 2 pixels
every refresh...

Reproducible: Always

Steps to Reproduce:
1. http://akafist.v.rusonyx.ru/chat/index.php
2. Use username and password: WishingToBeFree / 1234567890
3. Scroll main window a bit (1-2 lines) down to avoid seen link "www.akafist.ru"
or any other text in header. Wait 2 minutes looking at the refreshes.
Actual Results:  
Every refresh frame is scrolled 2 pixels up.

Expected Results:  
Position should remain inact after any number of refreshes.
