edit a flag and select various products, preferably w/ shorter or longer 
component names, the two lists (inclusions, exclusions) keep jumping around as 
you do this. this is very annoying.

expected results:
no page layout shifts as things are selected in those lists.

ideally the layout shouldn't jump when i click include either.

This still happens in 4.4.4 at least - choosing a product from the dropdown updates the component dropdown list. The conponent dropdown's width depends on the length of the component with the longest name, so the "Inclusions" and "Exclusions" blocks right next to it change position.
