Newer versions of Mozilla and Thunderbird will not display nor use 24-hour clock
time. A.M. and P.M. is unsatisfactory. Mozilla/5.0 (X11; U; Linux i686; en-US;
rv:1.7) Gecko/20040514 works fine.

Steps to Reproduce:
1. AM/PM appears in the message list window.

Actual Results:  
Cannot get Mozilla/Thunderbirt to recognize the system time settings on Debian,
Fedora Core 3 or Linspire.

Expected Results:  
It should recognize and display the system settings, or have an option to choose
the preferred time display.
Thunderbird/mozilla will use the format specified by the LC_TIME variable.
