Load the link. 

There is "SETI@home Windowsi klient töös." link to 
http://www.parnumaa.ee/seti/seti_win.gif

Try to open it. Link does not opens, but in location bar we see the link adress.

Can it link to bug 30607 in case of "õúæý"?

I would say try:

It doesn't work. I'll create a test.
I created a test case. It's a zip archive.

Hmmm... We need an "archive" option for attachments. I made it as binary, 
download it and rename to .zip for unpacking.
The imglib doesn't have a problem displaying the image.
The problem appears to be in creating the new target window
for the image display.

I'm not sure who should be looking at this....webshell? layout?
Travis, would you reassign this if new target windows are not 
in your code world?
