Details
All I need is en-US... why does inspector package all the locales? Why can't they be where the rest of the localization files are? This takes up unnecessary time for no reason...

As an extension, DOMI should be self-contained (e.g. it should not have external dependencies on en-US.jar, and it is versioned separately from all the localized JARs. If seamonkey doesn't want to ship all the locales, that's fine.

This can also be "fixed" by some smarter form of dependent extension "locale packs", which don't have a specified UI yet.

Well, ok, but how about it only builds the locales if I explicitly checked out l10n/extensions/inspector/locales or something? I don't mind seamonkey shipping the locales, but this does increase my build time...
