I just figured out that it has something to do with horizontal scrolling... 
when the entire page is displayed (and the horiz scrollbar is hidden) there is 
no render error. When the window is shrunk so that the horiz scrollbar is 
displayed then the render error occurs. The size of the incorrectly rendered 
area grows or shrinks in proportion to the amount of space accessible with the 
scrollbar.
