The cursor blink rate is set to very fast on my system.  Firefox appears to
ignore this setting and show the cursor blink rate at it's own speed.

Reproducible: Always

Steps to Reproduce:
1. start firefox
2. Tab to an edit field
3. Look at he blink rate of the cursor

Actual Results:  
The cursor blinked slowly

Expected Results:  
The cursor should blink as fast as I have it set.

This will prevent 508 compliance and will limit firefox being used int he US
federal govn't.

Make sure you're using the Accessibility Options -> Display setting in the
control panel and restarting Firefox after making any changes.
