I switched the parameter 'commentonresolve' to 'off'.
Despite of that, I am being urged to enter a comment, if I just want to change a
bug´s status to 'RESOLVED - FIXED'.


Reproducible: Always

Steps to Reproduce:
1. Switch system-parameter 'commentonresolve' to 'off'.
2. Change the Status of any Bug to RESOLVED - ...
3. Submit changes without entering a comment.



Expected Results:  
The Bug changes should be submitted without quarreling me...

Bugzilla 2.18.3 with GermZilla 2.18.1-1 (german language pack).
IIS 6.0
Perl 5.8.7
MySQL 4.1.12a
Version: unspecified → 2.18.3
Um, QA, is this actually the case? I think this sounds like it could be a
problem with a local customization.
WFM on the latest 2.18 CVS. Tested with commentonresolve off; can resolve a bug
without a comment. Turned commentonresolve on; gives error (ask expected).
Turned in back on; can resolve without a comment.
WFM too on latest 2.18.3.

Moreover, using templates for 2.18.1 on Bugzilla 2.18.3 is known to not work
correctly.
