Details

The mouse wheel does not scroll the window when the "debug gfx scrollbars"
option is checked.  Middle clicking the scroll bar and then moving the mouse
will scroll the window (until left clicking), but the wheel doesn't work.

Turning off gfx scrollbars and restarting Mozilla returns to normal scrolling!

Using the latest M14 with security code on Win95.  build Id=2000030317)

I updated the Intellimouse drivers to the latest version available from MS.
(intellipoint v3.1 I think)

Marking dup of 20618.  Not an exact duplicate, but almost definitely the same
root cause.  I have some code I'm going to check in when the tree opens for M16
work that should improve the situation on Win95.
