Doug dropped this build for me to test and I've noticed an issue w/ SSR not being enabled at the start of the application.

In preferences SSR is checked but pages are rendered normally.  If you uncheck, save prefs, re-check, save preferences and reload the page SSR works as expected.

Need some ideas, with the old pref panel, same problems happens here.
