** Observed with 3/7/2000 Win32 build **

"Mail: Message | Mark | Unflagged" is currentl translated as:

旗を付けない

this is incorrect. When this menu is used, the flag is
already there. Thus the better translation is:

旗をはずす

Even better than this is going back to having a single menu
toggle as in 4.x, but that is a core mail issue.
