316675 - Clean-up and sync localizable.strings after bug 314557 and friends

After the check-ins for bug 314557 and friends, we have two copies of certain strings (Empty Cache, Clear History) because they're both prefPane buttons *and* menu items, and the text of those strings are out of sync between the two.

Also, the Remove Cookies strings moved into the Privacy prefPane, so they can be removed from the main localizable.strings (mostly to not confuse anyone in the future about which string is active).

Finally, I had also tidied up the "You cannot undo" vs "This cannot be undone" messages and the straight vs. curly quotes in my working file for bug 314557 and friends, and this is now done again in both the main localizable.strings and the History prefPane's localizable.strings.

Upadated main localizable.strings and History prefPane localizable.strings to follow.
