Windows locale is set to 24 hour time. When setting up a new task, the pick list shows 24 hour time but when a PM time is selected (ie. 1400) it shows up as 0200. Put another way, if 0200 is selected, then 0200 is recognised. If 1400 is selected, then 0200 is recognised also, not 1400.

This only occurs with 24 hour time, not when Windows locale is set to 12 hour time.

Reproducible: Always

Steps to Reproduce:
1.Set windows regional settings to 24 hour time (hh:mm)
2.Create a task in Calendar and select the start time as 0800
3.Select the finish time as 1400- it will show 0200 and then give an error because start time is after finish time.
Works for me with Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.9a1) Gecko/20051124 Mozilla Sunbird/0.3a1+ on a german version of Windows 2000.
