when i click on help menu, the help window is not opening/displaying

Reproducible: Always

Steps to Reproduce:
1.when i click on help menu
2.select help option
3.it has to open help window

Actual Results:  
window is not displaying/opening

Expected Results:  
it has to open the help window

go to start/programs/product firefox/select help
See bugs 316939, 316940, 316815, 316816, 318498, 318508, 318729, 318732, 319101 and 318725.
