When extension update pauses and I try to quit I get "2 downloads in progress" message

I've updated extensions and for network reasons they've "paused" before completion. When I try to quit I get the message "2 downloads in progress, sure you want to quit?", but when I look into the download manager there are no files listed.

Steps to Reproduce:
1. Download an extension and then get the network to pause the download somehow

Actual Results:

Expected Results:  
the system should automatically terminate the download and try again when I restart firefox.
Did you disable automatic extension installation (i.e. set xpinstall.enabled to
'false') long ago (due to a security issue,  since resolved) and forget to set
it back?  I did.  
As briefly mentioned at bug 310737, the fix/ workaround is to go to the URL
about:config to check/fix. (Tip: Then use "Filter" to search for
xpinstall.enabled.)
