Open up the attached testcase.

Tab onto "Our mission".
Try to shift+tab.

Shift+tab should go backwards but it stays in the same place.

It seems the bug only occurs for the <a> element.

Is the asignee still arund?  This is still valid for the latest-trunk.  Do we have any idea why this is happening?

FWIW, this bug was found by the Social Security Administration years ago when they were testing to see if Mozilla was suitable for internal usage.
Is this still a problem with the latest nightly or release builds?  cause it seems to be working with the STR
Works for me, Nightly 23.0a1 (2013-04-19) on Linux64.
