justdave said today in #bmo that the Hot Bugs page is not supposed to show VERIFIED bugs. However, bug 316815 and bug 30141 are both VERIFIED INVALID and have been for a while, yet they continue to show on the Hot Bugs page. It would nice if those bugs did not show up as they have no real (normal) user significance.
From duplicates.cgi, lines 190-198:

        # We want to show bugs which:
        # a) Aren't CLOSED; and
        # b)  i) Aren't VERIFIED; OR
        #    ii) Were resolved INVALID/WONTFIX

        # The rationale behind this is that people will eventually stop
        # reporting fixed bugs when they get newer versions of the software,
        # but if the bug is determined to be erroneous, people will still
        # keep reporting it, so we do need to show it here.


If we agree with this behavior, then this bug is WONTFIX.

I've heard no good arguments for changing the behaviour... we did think about it very carefully at the time.
