I'm sorta auditing impls of CreateChromeWindow, and yours leaks (which is probably better than crashing).

I'm also not certain that the general refcounting is correct for this object. for bonus points, report OOM using NS_ERROR_OUT_OF_MEMORY instead of NS_ERROR_FAILURE
This code is literally copied straight out of winEmbed.cpp.

Is there a bug for that?
So this is the OS/2 version of bug 321032 for Windows. If anybody ever fixes that we can then take that fix...
