When moving from the DL manager (or any other window) back to the browsing window, if you click on the X in a tab that tab will close once the window becomes active.

Reproducible: Always

Steps to Reproduce:
1. Create a new tab
2. Make window inactive by selecting the finder, or another window
3. cick on the tabs X in the inactive window
Actual Results:  
Window becomes active, tab closes.

Expected Results:  
Window becomes active.
I don't think we should be click-through in this case (just like the destructive buttons in the dl manager aren't enabled for click-through when it's not the active window).  Closing bg tabs in the *active* window is fine, but the behavior here seems a little too much....
