After writing a long site report I tried to submit and was presented with the following error:

Error message - "There was an error creating the report, and so no information
was sent to mozilla.org"
Error Details - "Invalid Localization"

This is not however the bug I report here.  The problem is that after the submission fails there is no way to go back and retry or to copy/cut the text from the fields (if I could have then I'd have resubmitted the text using a different build of the browser without the localization issue.

Reproducible: Always

Steps to Reproduce:
[Happens every time there is an error]

1. Fill out a site report in the reporter tool.
2. Submit
3. On failure, try to get back to previous page of wizard.

Actual Results:  
Back button is disabled.

Expected Results:  
Should have been able to go back to previous page of wizard to retry or copy the content of the form.
