When the mouse hovers over a link in a webpage, it would be nice being able to see the web address the link points at, showed in a tooltip. Via SeaMonkey preferences, one should be able to specify whether one wants to see in the tooltip the title of the link (if there's any), the actual address, or both.

This is a feature of the Opera browser that allows getting rid of the status bar in fullscreen browsing. Often, one has to look at the address before clicking on a link, and that address can only be seen on the status bar. Seeing the address on a tooltip allows removing the status bar, so that you win some more screen space.

Exactly.
I'm marking this bug dependent on Firefox bug 289154 because the latter has more info. If it moves to Core, then we'll be able to dupe this one onto it. OTOH, if it gets solved, I expect it wouldn't be hard to port the fix to here.

Bug 289154 has been duped to bug 541656 which is essentially the current Sm behaviour (as long as we keep the location bar): removing the dependency.

Tentatively moving this RFE to the UI Design component.
