Although we will attempt to be as open as possible in all corporate dealings, it's possible that some of our partners will require confidentiality agreements that will require certain bugs in the Marketing and Websites products to be limited to a limited group.

No idea who created it, but it's not set up properly for it to actually be usable.  Nobody added it to any products, so you can't actually put any bugs in it.

What products does this need to work on?

It's available in the websites component (just re-verified that from both the product view and from the bug report view).
