At the current stage browser plug-ins on Mac OS X live in '(~)/Library/Internet Plug-Ins/'.
If you want a plug-in to be browser specific it needs to be placed inside the 'browser.app/Contents/MacOS/plugins/' folder. Which is troublesome if have several browsers you update often (nightly tester maybe).

So could a common Gecko browser plug-in directory be added?
Where only Camino, Firefox and Seamonkey pick them up. '(~)/Library/Gecko Plug-Ins/' maybe?

Let me give an example:
Safari, and other webkit browsers, opens PDF files natively. While Gecko based browsers require an additional plug-in to open PDF files. If you want Safari to use its native pdf support, then you have to put the pdf browser inside Camino.app, Firefox.app and/or Seamonkey.app.
