"Allowed Sites - Software Installation" is missing in menu

"Allowed Sites - Software Installation" is missing in menu.
If you try to install a extension from a page which isn't in "Allowed Sites - Software Installation" this window pops up.
But you are not able to check this list for actual entries because there is no menu for it! SECURITY PROBLEM!

Steps to Reproduce:
"Allowed Sites - Software Installation" menu access is missing


Expected Results:  
This window should be accessed from OPTIONS or/and EXTENSIONS.

I think its a security problem if you not able to check which pages are opened for extension installation.
The whitelist (which is to prevent sites from displaying the xpinstall dialog from repeatedly popping up) is available from Tools - Options - Warn me when web sites try to install extensions or themes - Exceptions button.
Forgot to mention it is on the Content pref panel
