In my prefs I have instructed bugzilla not to send me email when "The change was made by me." When I voted for bug 221017 it was autoconfirmed by popular vote and I received an email notification about the change in status.

Can we increase the scope of this ticket to include flag setting notification? I received a notification that I had set a flag even though I have said that I do not want email notifications if the change was made by me.

I don't think auto-confirmation is the same thing as a change I explicitly bring about. Think auto-confirmation by popular vote to be issued by some kind of auto-confirmation-bot. Unless I'm very much mistaken, I don't notice me voting a bug confirmed on the vote confirmation page. I think we should either keep the e-mail notification or add a note to the vote confirmation page. Otherwise, I'd be able to indirectly cause a change to a bug and never know about it.

Flags are handled differently in Bugzilla's internals... It's probably best to keep this in a separate bug. I seem to recall that there is already a bug around about this.
The flag part is covered by bug 97761. Restoring the initial bug summary.
