steps:
- load a web page
- launch mail.app and open a compose window
- drag page proxy from camino to compose window

expected:
- should get green (+) and drop

actual:
- springs back

urls dragged from the webpage work fine, it's just the page proxy.

This WFM on 10.3.9 (I don't get the green (+)--we don't show that a lot of places still--but the drag succeeds).

What changed about drags (or about Mail) in 10.4?

This just explicitly sets the flag for drags to external apps to "copy".

Moving fixed "1.2" bugs to 1.1 where they were really fixed. Filter on CaminoFixed1.1 for bugmail purposes.
