Here is an example,

Those are two files checked in by pinkerton, nsMenuPopupFrame.(cpp|h).
Bonsai reported checkin times for both files as 13:10, but CVS has a different
story,

Where does the checkin data get mailed to bonsai?

This bug has not been touched for more than nine months. In most cases, that 
means it has "slipped through the net". Please could the owner take a moment to 
add a comment to the bug with current status, and/or close it.

That happens to be the number of hours difference between GMT and PST.  Is CVS 
perhaps using GMT?  Suggest WORKSFORME if someone can confirm...

I assume the CVS output above comes from "cvs log".  From the documentation for
the "cvs log" command:

        All times are displayed in Coordinated Universal Time (UTC).
        (Other parts of CVS print times in the local timezone).

So indeed Bonzai uses PST and "cvs log" uses UTC, formerly known as GMT.

Suggesting INVALID since there's nothing to fix here, only maybe the timezone
Bonzai uses.  (Not everybody lives in California!)
