I can't find what product/component this goes in, and I'm tired, so I'll get to it tomorrow if no one else moves it first. Similarly, I'll find the regression range tomorrow if no one else does first.

See the to-be-attached testcase: when there's a table with a <div style="overflow:auto; height:blah"> in it with content that overflows, if you try to scroll with the mouse wheel, it works when you hover over content but not when you hover over whitespace. 

This is the 2006-04-27-04 trunk nightly. As I said before, it's a regression, I don't know when it regressed, I'll check tomorrow.

Fixed in today's build. Probably fixed by checkin for Bug 334690, since no other checkins in the timeframe are remotely related.

Verified that scrolling happens if cursor is anywhere on the left of the scroll bar, on: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9a1) Gecko/20061205 Minefield/3.0a1
