Windows keyboard layouts may define key combinations which involve the Ctrl shift state (i.e. you have to hold Ctrl, and possibly some other modifiers, while pressing the key to activate it).

For testing purposes, such a combination can be trivially created with the Microsoft Keyboard Layout Creator. Mozilla ignores those key combinations.

I have used MKLC for my keyboard layout on my Win XP Pro, and FF 1.5 does NOT ignore my key combinations (which are ctrl+alt and ctrl+shift+alt combinations).  Specifically, if I have a key combination assigned to a character, that char will get entered into the text control.  However, see bug 335538 and bug 332365

You mean Ctrl-Alt as another way to produce AltGr?
Just tested: AltGr combinations, whether produced with AltGr or with Ctrl-Alt, work great. Ctrl (alone) combinations don't.

This appears to be fixed by now, or I wasn't able find a key combination that reproduced the issue. Please reopen and provide steps to reproduce if this is still occurring.
