The 'HTML Options' from 'Extra' > 'Options' ('Composition' tab) should be moved to the 'Composition & Addressing' panel in 'Account Settings' and be made account specific to allow users on multi-user systems to have there own HTML default layout (font/size/color).
A workaround would be to use templates, but it would be nicer to see it be possible 'the right way'.

Steps to Reproduce:
1. Have a multi-user environment in which you use Thunderbird
2. Have different users want different formatting by default
Actual Results:  
HTML Options are applied to every user that uses HTML to compose a message
