I'm not sure exactly what led to this.  Earlier this week I was testing some stuff that required frequent restarting but no connection, so I changed the 
pref to "When Starting up: Remember previous online state"; when this testing was complete, I changed it back to "Always start up online."

I then started noticing that when starting 3a1-0529 via the profilemanager, checking "Work offline" did not force offline state.  2a1-0524 continues to behave as expected.

I then tested with some older trunk builds I still have lying around, and I'm seeing the behavior back to 3a1-0503.  I frequently start up offline, so I'm surprised I only recently started seeing this; maybe the offline-pref tweaking I did earlier this week changed something, but I don't know what.

If I reset the pref to "Ask me" it properly starts up according the response to the prompt (but see bug 330362).
