342971 - Should have "is this appropriate for MDC?" text when creating a new page

Description

When people create a new page, we should give them a bit of a prod to make sure their content is appropriate for MDC, and point them at other resources (like pastebins, wiki.m.o and the newsgroups) that might be more appropriate.

(Trying to avoid the UTTER DEBACLE that is [[Issues_with_Custom_Events_and_Data_Passing]]!)

Wonder if we could just change the text in the "this page isn't here, create?" message...
