Ever since bug 342576 was fixed, we've had a 'Tag' toolbar button; however it is the same icon used for the 'Mark' toolbar button. The 'Tag' button needs to have its own unique icon, so users don't confuse one button for the other. (Especially, if the Mail Toolbar is set to display icons only)
I also think that the dropdown widget on the mac should be to the right of the icon instead of underneath it.
The windows version of this icon is covered in Bug 345887.

Let's make this one the mac issue since it's a separate design team for Mac.

Kevin fixed this as part of the pinstripe update bug. Although he's still working on a version for the small icon set and that's being tracked in the pinstripe updeate bug itself.

Also, the pinstripe update from Kevin addressed marcia's comment 1.
