I'm fine letting pending requests even if we disable the "is requestable" bit of a flag type. We can see that as: we won't accept new requests, but existing ones can remain here till someone grant, deny or cancel them. But when talking about requestees, I'm much less tolerant. If we turn off the "is specifically requestable" bit, then existing requestees should be removed.
