currentlly firefox doesn't send necessary event as gnome application which makes some AT tools confused or not work properly

basiclly i want to handle events fired by top level window switch as gnome application.

after some test on gtk, i decide to fix it one by one instead of in one bug.

i'll file a meta bug if needed later.
