Discussed with beltzner, this should be fine, and will be important for some locales.  > 6 is unlikely in any official build.

r+a=mconnor on behalf of drivers.  This is is to allow locaiizers, where appropriate, to add more, but not an indication that we should have more.  Localizers should hook up with Phil to get approval for providers
