The intlcmpt library (see URL) seems currently unused (or only used in dead code), it can probably be removed from the build.

Not included in the patch: cvs remove of the whole intl/compatibility directory.

firefox.exe is now ~22KB smaller (ok, this is calculated by taking all checkins from that day, but there weren't that many big code changes that day).
