Open Preferences, Advanced, Network; 
Click Settings under Configure how Minefield connect to the internet
Click Automatic proxy configuration URL and enter a url.

Reload button is disabled.
Confirmed using Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9pre) Gecko/2008041506 Minefield/3.0pre.
