On the Bookmark menu there is no "Get Bookmarks Add-ons" item.

Rita, did you test this on a new profile?

I can't verify this locally by moving the bookmarks.html into an existing profile.
Version: zu / Zulu → unspecified
With a new profile it works fine (the link is there and works).

Rita has opened bug 355137 against the litmus test case.
