When I first click on a link in a page, instead of opening the link, I go to the top of the page, I can then use the link on the second click

Reproducible: Always

Steps to Reproduce:
1. Find a link on a page
2. Click on it
3. Go back to link
4. Click on it again

Actual Results:
After step 2 I'm at the top of the page. After step 4 I get the page I first clicked on

Expected Results:
After step to I should be at the page I wanted.
