We should only show the default client dialog once per session. If you open another 3-pane window, we are showing the dialog again. I added an argument to nsIShellSservice::shouldCheckDefault when we show the default client dialog from the 3-pane to solve this problem, but then I didn't pass the right value for that argument.

pass in true for the onStartup argument to shouldCheckDefault.
