In commercial build, IM prefs are no longer displaying after the UI restructure.

last night, hyatt was talking as though the problem was in how overlays.rdf was
handled. I combed through all the files that danm changed, it seems they were
done right. I am assigning this bug to hyatt for further comment.

moved xpfe/components/prefwindow/resources/content/overlays.rdf to
xpfe/communicator/resources/content, where it will be given analogous placement 
in dist/bin/chrome.
