updating an existing table of contents does not activate the save button
So if nothing else has changed since the last save, only updating the table of contents does not enable the save button and thus does not allow the user to save the changes.


Reproducible: Always

Steps to Reproduce:
1.create a HTML file with a table of contents
2.save the file 
3. add something to the file that could be included in the table of contents (e.g. some text in HEading 3 format
4. save the file -> save button is greyed out
5. go insert-table of contents-update and update your table of contents
-> the save button is still greyed out


Expected Results:  
the save button should become active when the table of contents is updated
SeaMonkey v1.0.x is not supported anymore.

Can you reproduce with SeaMonkey v1.1.9 ?

Yes the bug is still there with SeaMonkey v1.1.9 : 
simply updating a table of contents does not activate the "save" button.
