It's meta bug to make closer IA2 API and Gecko AIP

Since we have not ability to specify localized values of roles, states and so one then I think we don't need to have IA2-like methods in Gecko API (bug 369082).

Now Gecko Accessibility API and IA2 API is very close. Moreover the bug hasn't been used in the right way (it has only 4 blocking bugs). It doesn't make a sense to keep this bug open.
