Eudora filters should be able to query label, priority, mail folder, and mailbox as conditions for executing a filter. The only condition not contained in a message that can currently be queried by a filter is the junk score (set by Eudora's built-in or 3rd-party spam filters). This should be extended to other attributes assigned to messages within Eudora -- key among them: label, priority, mailbox, and folder. This would allow for improved spam filtering by successive refinement of filter results.
