374796 - Create backup server and outage page

Description

Need to create a mini website to use as a backup site mentioning maintenance or outage information.  Site should be self-containted an not rely on any other site or hard coded URL.

This is better than showing nothing or failing to load the site and timing out.

San Jose's backup should be hosted in Amsterdam and visa versa.

I have one of these set up on notorious I think...  there's a couple different downtime pages in there, the main one I use is for Bugzilla.  Usually point DNS at it before we reboot or make hardware changes, then change it back when we're up.

If you go to http://localgho.st/outage/, you can see a list of the example pages I've made. The text is just some placeholder text I found on http://www.mozilla.com/en-US/outages.html, so it can easily be changed.

I'm up for other ideas for designs, too.

oremj - https://outage-org.nslb.sj.mozilla.com/ gives a 403 - not sure how to test the site/content without killing a vserver.

Can you make that work?

Works.  What vhosts to we need under this?

Done, and applied.  Check netscaler for all the sites it's configured  for.
