After last two upgrades (Latest V-1.1.1) Personal Toolbar contains only "bookmarks" folder, but no individual bookmarks and no drop-down menu at RH side.
Bookmarks folder does contain all my personal bookmarks but only within the folder.

Same result in "Classic" or "Modern" themes. Reinstalling Sea Monkey did not change anything. Importing bookmarks from Firefox ditto.
In the Bookmark Manager, are the relevant bookmarks under the Personal Toolbar Folder?

I've also got this problem and can probably better articulate the issue. If you have more bookmarks in your Personal Toolbar Folder than can be shown on the toolbar itself (due to restrictions caused by available width of the window), previously a drop-down list existed at the extreme right edge of the toolbar. 

This has now been lost.
Which version of SeaMonkey are you using?
No reply to comment 1, and comment 0 refers to version 1.x which is no longer supported. Might have been an issue, but probably no more with the Places-based bookmarks to be found in SM 2.1pre. Marking INCO.

leo (from comment 2): I think you might see something else. The Bookmarks Toolbar overflow chevron (which allows to open the drop-down) is sometimes drawn into the text of the bookmark that is listed at the far right of the toolbar. Try resizing the window. Also, this has been fixed in SeaMonkey 2.1pre (you may check with SM 2.1b1), where the chevron pushes any bookmarks in its vicinity aside.
